Inslee emphasized that the newly approved codes would help reduce carbon emissions and lead to substantial cost savings for consumers on their energy bills. Apart from new constructions, the new codes will come into effect at the start of 2024 and apply to all residential and commercial buildings and major renovation of existing properties. Experts and leading developers have raised their concerns regarding the additional cost of making the building energy efficient; supporters refute these concerns, citing that the benefits of an energy-efficient state trump the extra cost that will be laid down to the consumers anyway.

These include a carbon pricing program and the goal to achieve 100% clean electricity by 2045.
